*Turkish conglomerate Ceylan Group signed a Memorandum of Understanding (MoU) with the Anbar provincial government on October 20 to pursue infrastructure and commercial investment projects in the province. The agreement followed an official visit to Türkiye by Anbar Governor Omar Mish'an Dabbous, who invited Turkish firms to assess Anbar’s workforce, natural resources, and municipal infrastructure. During the Istanbul meetings, the Anbar delegation pitched projects spanning road construction, industrial zones, solar power, Euphrates River dredging, and an integrated medical city, while inviting Turkish firms to inspect pre-allocated landfill sites backed by provincial data on waste volumes and types.*

### **Strategic Flagship Projects Reviewed in Istanbul**

1. **Anbar International Airport (Phases 2 & 3):** The delegation met with the Turkish engineering/contracting company overseeing the airport to review completed Phase 1 works and technical planning for **Phases 2 and 3**, connecting directly to our existing tracking of the 6,000-dunam, 500,000-ton cargo airport and its 60 billion IQD ($41 million) Phase 2 runway allocation.
2. **Al-Baghdadi Tourist City Master Plan:** The same Turkish firm presented the comprehensive master plan, planning vision, and phased investment structure for the **Al-Baghdadi Tourist City** project in western Anbar.
3. **Euphrates River Dredging & Integrated Medical City:** During the meeting where the MoU with Ceylan Group was signed, discussions expanded beyond solar energy, agriculture, and construction to include dredging and rehabilitating the Euphrates River channel across Anbar and constructing/operating an integrated Medical City with specialized centers.

### **Why It Matters**

The agreement reflects Governor Dabbous’s ongoing push to diversify foreign participation in Anbar’s reconstruction and non-oil economy, building on recent provincial outreach to Saudi, Omani, and other regional investors.

However, converting these Turkish engagements into active projects faces fiscal and bureaucratic hurdles. Neither the Ceylan Group MoU nor the general contracting readouts disclosed committed capital figures, sovereign guarantees, or binding execution timelines.

While Phase Two of Anbar International Airport previously received a 60 billion Iraqi dinar ($41 million) federal allocation, advancing simultaneously into Phase Three and launching greenfield tourism schemes in Al-Baghdadi will require sustained federal budget transfers alongside private Turkish capital.
